1. Location and access

boxing_logo_01 Mongolia is located east part of Asia between Russia and China. Ulaanbaatar, the capital city of Mongolia surrounded by four mountains is main political, economic, industrial, scientific and cultural centre of nation.

Ulaanbaatar stands at an altitude of 1350 m above sea level. Ulaanbaatar presently covers an area of 470.000 hectares. Administratively, the city is divided into 9 districts and population of over a million.

  • The OC of the 4th WUBoxing Championship 2010 was set up under the technical auspices of MOBF as well as FISU already and is operating on the Boxing championship.
  • Mongolian Olympic Boxing Federation will actively participate in the organization of the championship.

4. Volunteers

OC works with volunteers from the Ulaanbaatar city. About 80 students will be selected from the 7-8 universities to work during the Championship and Volunteer Committee in the OC WUBC 2010 will be formed. Also experienced volunteers will work this time again as a guide for the new ones. Volunteer Committee will be divided into sub-divisions. They will speak about 7 languages such as English, Russian, Chinese, French, German and Spanish.

6. Competition Hall

The National Sports Palace has a seating capacity of 5040 persons. New equipments will be installed compatible with official AIBA requirements and Germany “Top Ten” company gloves, headguards and “Fujian Wesing Sports Goods” company Boxing Ring (7.8m x7.8m x 1.0m) The main events including opening and closing ceremonies for the 4th World University Boxing Championship 2010 will be held at the National Sports Palace located in Ulaanbaatar city.

The opening, closing, medal awarding ceremonies and the competition will be held the new National Sports Palace with 5045 seats that will be built within the Sep. of 2010. The Palace is located near the Chinggis Khaan international airport only 2 km away. Sports Palace will be have broadcasting service, training halls, conference and medical rooms, gym, sauna and convenient facilities for participants, support personnel and spectators.

7. Accommodation and board

Accommodation site for competitors and officials is 3 stars “Flower” hotel and referee and FISU and AIBA officials live in 4-star "Bayangol" hotel. VIPs: 10 persons (Single room) /Bayangol hotel 4 star/ Referees: 30 persons (Double room) /Bayangol hotel/. Hotels with 210 rooms and capacity of receiving 400 guests, including both standard single and double rooms shall serve. The Hotels have TV sets and mini bar in each room, guest room, restaurant, coffee shop, souvenir shop and are ideally located in the center of Ulaanbaatar and 25 min drive from the International airport Chinggis Khaan and only 10 min away the central railway station.

Players and delegation official: 250 persons (Double room) (Flower hotel 3 star) Bayangol hotel (available accommodations for 400 people) Flower hotel (available accommodations for 350 people). These hotels accommodated athletes and officials of the 7th World University Chess and Wrestling Championship in 2002, 2006, 24th Asian Senior Boxing Championship 2007, Asian university table tennis championship 2008 held in Ulaanbaatar, Mongolia.

8. Registration and Participation fee

FISU registration fee for the member Associations 20 EUR per participant and Non-member Associations 40 EUR per participant to the CIC FISU. Participation fees 60 EUR per participants per days to the Organizing Committee WUBC (including food, hotel, local transportation fees, culture program and sight seeing). Individual sports deposit 25% must be transferred a month before. For associations who will attend without any referee/judge shall pay 2.500 EUR.

9. Technical rules of boxing for FISU

The competition of boxing will be organized in accordance with the most resent technical rules of the International Boxing Association (AIBA) unless otherwise stated. In case of disagreement in the interpretation of these rules, the English text will be regarded as authoritative.
Weight Classifications: Effective from September 1, 2010: 10 Weight Categories as follow:
New AIBA Men's Weight Categories;
  1. 46 to 49kg Light-Flyweight
  2. Up to 52kg Flyweight
  3. Up to 56kg Bantamweight
  4. Up to 60kg Lightweight
  5. Up to 64kg Light-Welterweight
  6. Up to 69kg Welterweight
  7. Up to 75kg Middleweight
  8. Up to 81kg Light-Heavyweight
  9. Up to 91kg Heavyweight
  10. +91kg Super-Heavyweight
  • 112.31.1. The competition of boxing will be organized in accordance with the most recent technical rules of the International Boxing Association (AIBA) unless otherwise stated. In case of disagreement in the interpretation of these rules, the English text will be regarded as authoritative.
  • 112.31.2. The program and duration of the competitions are fixed by the Executive Committee in agreement with the Organizing Committee and the CTI. The competitions will last six (6) days and will include individual event in the following weight categories:
  • 112.31.3. Each country is authorized to enter one (1) competitor for each weight category. Each boxer must have a valid AIBA record book with a current medical record. Each country is authorized to enter a maximum of seventeen (17) participants of whom maximum ten (10) athletes and seven (7) officials. The countries must declare their starters to the CT 24 hours before the official weighting. At the first General Technical Meeting, the Head of Delegation or his representative shall confirm and sign the official list of the competitors accredited by the CISCA.
  • 112.31.4. The countries participating in the boxing competitions with more than five (5) competitors must bring with their delegation and at their own cost (Art.5.3): one (1) accredited AIBA referee/judge and one (1) medical doctor who will not be accepted as additional person. These countries must provide the Organizing Committee three (3) months before the start of the championship, with the names of two (2) international referees (1 effective + 1 non-travelling substitute). Any country failing to fulfill this obligation will pay a fee (Art. 5.3) per referee to the Organizing Committee.

10. Participants of 4th Word University Boxing Championship (WUBC) 2010

  • Have to be students who are currently officially registered as pursuing for a degree or diploma at the university or similar institute whose status is recognized by the appropriate national academic authority of their country, or former students who have obtained their academic degree or diploma in the year 2009;
  • Must be at least 17 and less than 28 years of age on January 1st 2010 (date of birth must be between January 1st, 1982 and December 31st 1992) ;
  • Must have full passport-holding citizenship of the country they represent.

11. Weather in Ulaanbaatar city

The weather in Ulaanbaatar in October is normally cool during the day and mild at night. Average daily temperatures in October range between +5+15 degrees Celsius. Warm clothes and outwears are advised.

12. Reception desk

There will be reception desk at the international airport Ulaanbaatar city “Chinggis Khaan” as well as special entry line to crossing the border control will be opened when the participants land at the airport. Volunteers shall accompany the participants from landing through border control.

13. Travel and transportation information

Ulaanbaatar is situated about 25 km from the International airport Chinggis Khaan.
Transportation from airport, railway and bus station can be organized in accordance to your travel schedule if desired. Buses for athletes and officials and other Championship participants to and from International airport “Chinggis Khan” and Ulaanbaatar International Railway Station shall be provided. The OC will arrange transportation to delegations between the hotel and venue according to the schedule of competition, training and sightseeing.

14. Accreditation

Accreditation procedures for delegation will take place in the “Flower” hotel. We will fix a special room for the CIC member, for carrying out checking and giving permission to the participants. Accreditation will be start on the 2nd of October 2010 in the Flower hotel.

15. Medical services

Emergency medical services will be available at the event arenas for all races. For other medical problems we will refer you to the local hospitals in Khan-uul district. The organizer can assist in arranging healthcare services for participants in WUBC 2010 if required. Medical assistance: Ulaanbaatar local medical institutions, (Second General hospital). Please refer to the link www.moh.gov.mn . Anti-Doping Test: Laboratory of State Authority for Physical Culture and Sports Mongolia (20 tests).

16. Media

Media representatives can receive information at the website www.mssf.mn . The Press centre will be open at the Event Centre throughout the whole week. Internet and phone services will be available. Accommodation for media representatives can be arranged in Ulaanbaatar on request. Three national TV channels will broadcast in Mongolia and more than 30 local media representatives worked together Organizing Committee.

17. Mongolia visa information

All participants and boxers should obtain visas at the Mongolian Embassy or Mongolian consulates. Participants should apply for visa to the Mongolian Embassy or Mongolian Consulate nearest to their residences, no later than September 04, 2010.

  • Also participants WUBC-2010 will get free visa to enter Mongolia. Please refer to the link www.mfat.gov.mn. Visa payments are exempted (only $USD3 charged for document processing fee).
  • If there are no Mongolian embassies or consulates in countries of participants, they can obtain visa on arrival at the airport Ulaanbaatar, Mongolia. 20. Security

  • Security system will be provided on the competition sites and accommodation sites and special security patrols will stand on the entrances competition arena.
  • Commission from Police department of Ulaanbaatar city will be assigned for security.
  • Private security service company shall be hired.

21. Protocol

All events organized according to the guidelines of the FISU Protocol. Opening, Closing and medal awarding ceremonies will respect the FISU protocols. These ceremonies will have cultural programs. VIP suites in the sports hall, royal boxes (100 VIP seats), Executive members of VIP area with 10 seats and a table shall be provided.
